This happened because he was unable to accept that Gladstone had been engaging in talks with Charles Parnell of the Irish Nationalist Party without even informing him, let alone involving him. Gladstone had been trying to reach an agreement whereby he would arrange for Parnell to be released from prison where he had been languishing for some weeks after his arrest for breaching the recent coercion legislation. From July to November, the whales compete for the attention of females, court one another, mate and give birth to calves. But now a new threat looms. The Japanese whaling interests have now offered the Tongan government millions of dollars for the right to kill 12 whales each year. As Tonga is not a signatory to the International Whaling Commission ban, they operate outside the laws and regulations. A single parliamentary vote is all that has twice stopped the passage of laws allowing Japanese whaling in Tongan waters. Only time will tell if this can be prevented.
