The Japanese whaling interests have now offered the Tongan government millions of dollars for the right to kill 12 whales each year. As Tonga is not a signatory to the International Whaling Commission ban, they operate outside the laws and regulations. A single parliamentary vote is all that has twice stopped the passage of laws allowing Japanese whaling in Tongan waters. Only time will tell if this can be prevented.
